    Why not just disallow transfer? Even if the fee is 200% the price, I would still take it just for that crazy renewal price alone.

    I want to keep things fair.
    There are some real users who also ask for transfer when they no longer use it.

    Yes but if they really want to use it, surely they won't transfer it within very short time. So I think the middleground would be something like applying transfer quota or like many suggested here, transferrable after specific time because fee certainly won't stop the resellers or the buyers.
