The vendor has delivered on previous occasions, and although today is the deadline for this offer (E); as you stated recently, they have a hiccup with a part that has not yet been delivered to them, plus they may need to take a little more time, as I assume they will need to perform stability testing before starting deliveries to the node.
To accuse of scam without foundation does not help. The best thing to do would be to have a little patience, take a breather and let them work quietly. In the end, it's usually worth the wait.

I'm not a fan of pre-orders tbh but delux has delivered every time (and often early) so far. Seems like there was an issue this time but if nothing else give them til end of business before you do whatever.
Also there's no percentage in being "that" customer over a few bucks. You'll likely prefer a comfortable pleasant relationship with your provider even if they annoy you sometimes.

We noticed that in our offer nodes there are many people who are abusing the CPU, ruining the experience of other users.
We are proceeding to suspend/throttling the cores of these people.
I am sorry but we have to do this to preserve the integrity of our services, we hoped until the last that the situation would improve or change, but it did not happen.

Servers were delivered 1 h before the throttling. What made you think they were abusing the cpu?

Using the CPU at 90/100% 24/7/365 is considered an abuse, since the cores are not dedicated, but shared.

Proxmox VE: When editing the VM hardware, under "Processor," you can set options like "Shares" and "Limit" (percentage).
KVM/QEMU (libvirt): You can define this in the VM's XML configuration, typically with or via cputune options.
We don't want to set CPU limitations on our nodes, so we prefer to monitor rather than limit.
There are specific rules that anyone who buys from us must respect, otherwise they can find another place without any problems
