That's a bug on the Control Panel View, which will be fixed shortly, for buckets with 3x Quota egress the remaining bandwidth - billed bandwidth are clearly Stated, if its not stated it means that you are on the unmetered tier

If you have this information on bandwidth consumption, it would be interesting to monitor it, even if it is in the current month (day 1 to 31).

what will happen if:
1. I requested to add more storage (via Change Configurable Options)
2. request to move to other region (US West) since most of my servers are there
Will those 2 conditions make my bucket bandwidth change to 3x quota instead of unmetered?
It will be available for all bucket's on the next dashboard update, pay per use buckets will also display estimated cost.
You can transfer your bucket using the same offer, as for the quota change doesn't effect egress cost

Yes if you had a bucket with undeterred you can migrate to a location within the same tier AKA CA - US -Europe but not Singapore, changing the size of the bucket won't effect bandwidth agreement

Hetzner doesn't offer 50 Gbps private network + 10 Gbps public network , so its really unfit for a big cluster that nodes need to transfer data between them fast.
