what do you mean by "it has no ping"?
They mean it ip range got blocked by Iran
Regional blocks (i.e. Iran, Chinese GFW, etc) are pretty common, and many hosting providers understand that and will swap an IP address upon request. Some may flat out deny the request, others may only offer an IP swap if the server is brand newly purchased, etc.
Always worth keeping this in mind with your decision making.
