[Looking for VPS] 4 CPU + Nvme (high speed)
Location: preferred USA | Europe, but open to any
Cores: at least 4 (IF AMD is possible).
High-speed NVMe (60 GB+).
Something for blazing fast web apps.
Budget: ~30-40$ (yearly) cheaper is better + yearly (same recurring price please)
It would be amazing if they allow add-on upgrades (not expensive like 15$ for 1C

@idroid007 are you sure you really need 4 AMD vcpu and nvme storage? At this point I'd reconsider what specs I'd aim for and do more research on how I can optimize my application so that it doesn't require such high specs.

Iād recommend going with @HostDZire
While, as they admit themselves, they may not offer top-tier performance, the performance is still very solid for the price and since they resell Leaseweb VPS, you can expect stable service.
Also, it's unlikely they'll deadpool after a year or two.
I think both @DeluxHost and @HostDZire have promo VPS fitting your needs. I have VPS from both and am perfectly happy with them.
That said, "blazing fast web apps" boils down to performant VPS plus also very good to excellent connectivity which would make me prefer the HostDZire VPS.
Another VPS I'd consider - in case it still is available - is the promo VPS from @xHosts which delivers outstanding value, performance, and connectivity but sadly is limited re. locations.
FWIW all three providers made it or would make it into my top-3 list (in my "bestest shoot-out" thread) or at least come very close.
