Average 'lowend' VPS with some requires, what is the market like cost and who are they?
1 GB Mem min
2 VCore (Intel / Amd, i.e. no Arm Raspberry Pi stuff - I know some users like it for its 'dedicated'ness)
10 GB HD/SSD storage min
1 GB min transfers per month
now the requirements
- use case say like a blog / web store
- decent latency and throughput from around the world (<100 ms is ok, but > 1000ms, packet loss etc - red flag, can consider pings)
- good uptime (99% and better)
- not oversold (at least in terms of memory and cpu)
- good contactable support, esp server down situations.

Impossible to achieve without anycast, any area remote to one where you are measuring latency can easily exceed 100ms.
