now the requirements

• use case say like a blog / web store
• decent latency and throughput from around the world (<100 ms is ok, but > 1000ms, packet loss etc - red flag, can consider pings)
• good uptime (99% and better)
• not oversold (at least in terms of memory and cpu)
• good contactable support, esp server down situations.

Impossible to achieve without anycast, any area remote to one where you are measuring latency can easily exceed 100ms.
