We don't ignore DMCA, don't take it the wrong way, I don't want to take your business, it's a little sarcastic that you can comment on other people's posts but others can't comment on yours, don't attack you or talk bad about you, it's the weekend, relax.
You should think about hiring a PR person @HostSlick , you are good at the technical side it seems. Not great with communication and public relations.

Well the above Provider snipe me. Normally i wouldnt even respond to him because i dont care about him but he has done that at other Providers like rare before. Just gtfo and mind his own Business and all will be well.

You should push for a refund and move to a new provider. Since HostSlick already missed their promise and isn't responding quickly, it's risky to keep waiting, especially when you urgently need a working server. It's better to act now and avoid more downtime.
In hosting, the first impression is important, and they already failed.
I was wondering when spamming every thread with an offer on dedicated servers without stock would backfire for them. They do eventually deliver most orders or refund though,
Majority of their resellers are 'script kiddies' and it isn't really a secret that their brand is a magnet for (valid) abuse reports.
It depends on your use case as to what you should do. They're a good fit for some.

First a question the answer to which makes a major difference: Was your old server from @HostSlick or from another provider?
Here's how I personally would handle such a situation:
Sorry, but IMO your problem is largely self-inflicted.
Two weeks and no refund. Not a good sign.
Maybe you need to wait for someone to place an order of the same value plus a few days processing to get it.

You do know that many providers are willing, for a somewhat higher price, to upgrade HDD (Sata) to HDD(SAS) or to SSD or even to NVMe, right? And, except for NVMe that should be feasible with almost any hardware from the last 10 - 15 years.
So, if you were happy with your last provider and just want different disks and/or some different features like e.g. a faster ethernet card or more memory, you might want to consider simply staying with them and just ask for the desired changes.
Or you just talk reasonably with @HostSlick and prepare for some uncertainty re. ETA; buying an additional month from your current dedi provider might be a good option.
Is Hostslick a scam company or something?

My VPS was stopped month ago, they ignore my tickets and refund requests. One ticket was deleted at all (here is the link https://hostslick.com/clients/viewticket.php?tid=480127&c=0sA1inzu).
Another ticket is ignored for two weeks
Two weeks is not unnormal. There is alot Tickets right now. We will come back to you asap
If you keep making more Tickets with same subject it wont be faster i doubt

you need to talk to the owner/customer that holds the Service, thats called "Service Transfer" - or what you mean?
I think he means he wants to take the server that the OP rejected and wanted a refund for.
