It perhaps isn't the best example, however NDAs aren't exclusive to commercial companies. There are many NDAs signed by government workers/contractors effectively meaning it would be the government to sue and silence you on this matter.
Many people who work for the government also has access to sensitive information in regards to citizens. For good reasons you would are not allowed to share such information with whoever you like and call it freedom of speech. This probrably aludes to your last point.
In the end my point stands. Freedom of speech is not absolute, never have been and never will be.

No, never. For abuse reports that don't require action because they're invalid or just stupid, we sometimes just forward them to the customer for their own records. No action is requested, more of a, "Heads up, you've made someone upset."
