A bug likely messed up the reclaim process.
There were some bugs with deleting, but also if a HV is being decommissioned generally we just leave it so long as no abuse reports.
One beloved customer had like 8 dedis for free for ~4 months because it was a low enough priority task it kept barely slipping.
