I can recall that a few years ago, in the Netherlands, the host was required by government to check the customer's image files by hash. The hoster had to compare the hash of the files from the customer with a special database that listed hashes of prohibited materials like CP and similar materials. I don't know about the current situation.
PS. For social media, checking user content has been the default action for many years.

Frankly if I was a server host I would be too terrified to look at other people's files, regardless of privacy/ethics.
Innocuously-named files could be naked pictures in disguise, people may have personal information like pictures/information of their families/children, tax/financial documents with national identification numbers, source code of proprietary software, service API keys, or the files could be outright malware.
You never know what people have stored, and you're not supposed to know anyway, unless it's publicly shared/accessible by some means. Ignorance is not always a bad thing; in this case it's the one thing you want a lot of.
