Yes, I remember seeing this. But towards me, it was using Zayo Transit and going to US first, resulting in 400+ ms ping. DM'ed Dustin (support was clueless), he had a chat with CC network engineers, they switched AS path to Cogent and latency dropped to 140ms (yup, big improvement)

Maybe they have incoming only Cogent, but Zayo (and maybe GTT?) outgoing?
If I'm reading https://bgp.tools/kb/network-policy right, bgp.tools only shows how Tier1's are reaching the ASN, but not how the ASN routes traffic to the destinations.
