I don't think so. They specifically mention probes in that section, not anchors. Especially since they also mention stuff like software probes and credit farming.
With this said though, maybe they aren't as strict about it. Hosting like 3 probes in different locations I would imagine they see as a "net good", but might be concerned if you're deploying 100 of them

Not bad just seems very low (compared to everything else in the us). It probably costs them (not literally) pennies for petabytes. It's like someone giving you less than a /64 per vps. It makes no sense
