Probably the cart reservation system. It reduces the stock till they order or remove it from cart ( or reservation expires )

If someone adds it to cart it gets reserved to that person for a certain time even if checkout is not done. After a while it gets released if not checked out. It's so that one sees the discount initially but the invoice comes without discount as someone else has used the coupon.
