python3 is corrupted on that node/mirror or whatever - reinstall it (
apt --reinstall install python3.11-minimal), though you'll need to cripple apt-listchanges first, delete it's files in /etc/apt.Ok this time apt upgrade failed right away (after yes)

Debian 12? I noticed the rebuild image provided was doing the same for me in some locations, can't remember which -- I started installing from ISO so not sure if my original issue was ever resolved.
Edit: see if Debian 11 does the same, you can always upgrade from there if you don't want to install the OS on your own.

I had this same issue with their Debian 12 image on my only GreenCloud VM with SolusVM. Disable apt-listchanges didn't work.
All my other VMs with the VF version of Debian was OK. And the Ubuntu images on SolusVM was also OK, so I just changed to Ubuntu on that specific VM..

The Greencloud Debian image is broken, they have a 'fix' on their site: https://green.cloud/docs/how-to-fix-update-failed-on-linux/
If I remember right, after the initial upgrade you can move it back without issue. But not sure.
You need to disable apt-listchanges so you can reinstall python3.11-minimal, since it is corrupted on whatever medium greencloud is installing from. Reinstalling fetches it from a Debian mirror which takes data integrity more seriously.

Thanks for all your replies, @admax I didn't have that exact line I don't think, but I disabled everything in that file, reinstalled Python, enabled everything in the file again and now everything works, apt update and apt upgrade all done

@NDTN maybe worth looking into fixing the image if it's bad
