From which wait list? For RIPE you need to be an LIR and so the ASN is a bit irrelevant, for ARIN you need an ORG and so the ASN bit is a bit irrelevant too.

The first issue is that I am located in China, so the application process might be quite challenging. The second issue is that I noticed many LIR registration services only cost between tens to 200 euros, so why is it more expensive to go through RIPE? I hope to receive a response.
then you should apply to APNIC, since they are your regional internet registry. if you want to apply for RIPE, you'll need to show you'll be doing stuff in Europe, apparently by having at least two VMs speaking BGP in Europe.
2000eur/year = become an actual member (LIR) of RIPE, be able to do stuff directly yourself like get an ASN or IPv6 space from RIPE itself, and vote, and go to meetings.
100eur/year = get sponsored by someone who themselves paid the 2000eur above to become an LIR, be able to ask them to get you an ASN, which is yours, and you can move to a different LIR, but they will do all the talking to RIPE. they will usually include some IPv6 space, or you can pay to rent IPv6 space from them, or any other LIR, for less than tens of euros a year for a /48, sometimes much much less.
the only functional differences between these two options for you is that RIPE LIR members can buy and use IPv4 PA space; if you don't know what that means or don't want to spend 10 000eur on 256 IPv4 addresses, it doesn't matter.
if you change your mind later, you can pay RIPE 2000eur and then switch to being your own sponsor.
