Depending the type of sites and code used but generally speaking, no matter how much you multithread something, there will always be bottleneck threads aka in the end, always come down to single core.
The benefit of EPYC is the capability to run numerous single threaded programs at the same time while able to use huge amount of memories. Ryzen chip has obvious memory limitations and exactly due to limited memory, you likely end up not able to utilize much of the cores.
Memory can be essential for mitigating performance issue, particularly for program that does a lot of I/O. Afterall, caching it in memory is much faster than loading them from storage. A massive DB can benefit a lot from huge memory.
