If you just want ip show in north korea,cloudflare warp can achieve,and even lower than 1＄/mon (only ipv6,cloudflare cancelled north korea warp ipv4)
But if you want ip really local in north korea,only a russian merchant sell it (i forget who..)
I don't think any sane provider would be willing to put their data in a North Korean data center.
