For comment similarity Levenshtein distance is taken. If the comments are 90% similar (according to the length of the comments) or the distance is less than 4 (actual for short comments like "Page 123" [that type of comments were very popular in one thread]) comments are considered similar. And similarity is checked only against your own comments.
Also, only the text is considered. Embeded images, quotes, youtube videos and such are stripped off.
As much as I dislike consumer windows these days, powershell is really cool. I have a great fondness for it from the good ole days.

At my work, we use powershell scripting to query other Servers for reporting purposes

Back in my sysadmin days, bunch of the guys from a different branch thought they would lock us out of proper Exchange and AD admin roles. But, they left PS remoting on, and configured poorly. I realised this, and gave us all proper admin privileges back. Then made a bunch of scripts to speed up onboarding new users (as we had no personnel budget), and trained some non-technical people to run them. Powershell was fucking amazing.
