From a Marxist perspective, offering only a refund instead of delivering the promised service is exploitation. The business, as the capitalist side, is using technical issues or excuses to avoid responsibility, effectively stealing the consumer's time and money. The "low-end market" excuse does not justify poor service; it's just a way to further exploit vulnerable consumers. Time is labor, and a refund does not compensate for the real loss, which is the consumer's wasted labor and opportunity cost.

technically speaking they're not escaping; they do a refund for those people who don't lucky enough to snatch the deals. what kind of amend did you want? public apology? extra refund? please man.
in flash sale deals like black friday, provider can't really please everyone. they have pool limit of things like hardware and other stuff, such as ip.
if time really is that important, snatch deals from bigger vendor whose pool is almost unlimited, they surely could provide any number of vm you want. The order won't even be canceled because such cause like run out of ip address.
