If have to choose from these 3x, it's Hetzner, OVH, and Netcup...
I have a small Hetzner box because I needed a box with an access to an entire /64 and a Netcup rootserver for video encoding (8 cores, 16GB memory @ 14 EUR/m). Netcup's VDSes are relatively cheap.
I'd probably do Hetzner for just hosting stuff.
I've had several of OVH's dedi's over the years, can't really complain about uptime/thoughput/etc. These days, I just need more flexibility (esp. drives) and their offerings just haven't maintained my business.
But why not Netcup?
Happily using 1-3 tiny VPS on Hetzner for 4 years with 100% uptime. Just picked up a couple of servers from NetCup on Black Friday for testing and so far the server is pretty fast but their admin panel is far behind Hetzner.
Had Hetznet dedi, moved to Netcup root and using for three years already.
How about Hetzner's Shared vCPU AMD and Netcup's Root Server in comparison?

Is it because Netcup root is cheaper?
I have used both Hetzner few years ago and currently using Netcup. Hetzner has (at least had, since I don't know what they're like now) better support response time, admin panel, and better payment policy. But with their pricing nowadays, I don't think they are as competitive as they used to be.
In terms of value, Netcup feels like they're now ahead of Hetzner, but Hetzner offers really big servers which Netcup doesn't have. But I don't need those gigantic servers, which is why I am with Netcup. OVH sounds too good to be true, especially that KS-A, but I'm planning on trying them out soon.
Few things I would watch out for:
OVH has somewhat limited bandwidth. Low end KS lines have 300Mbps, so it may not be suitable for some file-sharing stuffs.
Hetzner is currently on a constant price increase. Additionally, although I doubt many people will hit it, their unlimited traffic isn't really unlimited. But then again, this applies to a lot of hosts. Make sure to read the abuse policy.
Netcup KYC is known to be bad. Also look out for their contract period.
I can see why some people don't like them but overpriced is definitely a stretch.
The Netcup Piko is pretty insane value, out of stock though.
The KS-A isn't readily obtainable.
They are all great.
OVH is far superior in terms of DDos protection.
They're not even in the same league.
So I would say OVH even if the support isn't great (without paying for it) .
Usually there's no need because it just works. But when you need it, good luck.
I really like netcup too
Only on first purchase or can they cause problems later? On my first order they gave me two options: pay first month in advance or upload an ID. I paid and got my VPS in a few minutes.

Yup, they asked me before giving me the first server I had with them. They probably won't ask for more, even if you purchase some more in the future.
Well, look, at the moment, there's no Hetzner in the U.S., only in Europe. In general, I prefer AWS, but from this list I would take OVH. So the network in the USA is very cool and the antiddos system, especially TCP is not to be penetrated at all

I respect your hosting, especially for the cheap hardware, but ddos protection compared to ovh you have worse
