Just wait for the black friday / cyber monday / deadly tuesday / what ever wednesday and so on and check if you can find something better.
If yes, take it.

If we mean personal storage, not business purposes, where NVMe might be handy, then I'm unsure why SSD is absolutely crucial.
You want to run something heavy like NextCloud? Raise the budget.

For NVMe you can get e.g. 250 GB disk, but that's $44/year, not $24.

Which apps exactly will generate them?

Don't even try to install windows OS on hdd only storage vps, it is likely that your vps will be suspended
