What error are you getting? I just checked VNC on my test VM via WHMCS Virtualizor Addon, and everything seems working - both node03 and node04

I was not referring to our recent conversation, but from yesterday, been asking that question since a couple days now, but probably you've missed them and I didn't get an answer, so I just wanted to clarify it with you.

It is worth solving this issue, because this problem exists. This issue affected me too - I looked at different subnets - Emirates - 31.59.x.x, and also the Netherlands - 191.96.x.x and vnc actually does not work. I checked through 3 different browsers and excluded problems with extensions in them, they were completely disabled. Therefore, I think it is worth paying attention to this.
Its probbaly helpful to note down what node you are on. I am also in the 31.59.x.x subnet in Netherlands and that is working fine for me on node04
I have the same node as you - Server: node04. Perhaps there are some restrictions on connecting to VNC by geo country and this connection is blocked. From which country are you connecting to the server via VNC?
Weird. Today I noticed the cpu usage on my vps (1c) is always >75% usage with 'top' but when I sort my processes according to %CPU desc it doesn't add up. Usually it was around 10%. Does this mean there's a cpu steal ongoing with my host?

Connecting from a Scandinavian country and tested through my server in Germany, both worked. Yes geoip restriction might be a reason, where are you connecting from?
No, shouldn't be the case. I checked CPU usage on the nodes, and steal shouldn't occur.
I see that vm under your account is constantly draining 100% of CPU resources; I can help you with that - shoot a DM/ticket.
It can; It's freshly leased subnet and some databases are still processing GeoIP update - we messaged couple of them also, but it needs time. @mcs may you try doing the mtr to node04.chunkserve.com? We can soon try swapping the node v4 / doing vncproxy
