I think you're right although there is another company racked next to them - Prepaid Host. I've also seen close offers from BeroHost and now Hosmatic above. There are quite a few selling EPYC out of FRA01 at very good prices.
Required specifications for these servers don't need to be as high as P24.

No connectivity minima? Traffic volume, portspeed doesn't matter for your usage?
3 providers come to (my) mind: netcup (but DE and bureaucratic), @Hybula (but likely at the upper end or even above your budget), and @terrahost (but NO but still good connectivity).

You're right regarding UK and NL.
EPYC and Ryzen is fine. Doesn't need to be Genoa. 1Gbps with 1-2TB of bandwith is enough also.
