In that budget you'll find anything but stable or reliable. Up the budget, and go for Hetzner in Germany and reliableS in US.

It’s hard to find 2TB NVMe or SSD at your price point, but we have some great options that might work for you.

I am currently using Hetzner. I previously had a machine with a failed hard drive, resulting in data loss. Hetzner's prices are indeed cheap, but the IO performance is average.
Buy a machine with Nvme then. A couple of them if you want and put them in RAID-0, or RAID-6. The kind of speeds you will get will be unbelievable, 4 of good gen5 NVMes can pump out 45 Gb/s for you. Just to note 100 Gigabit uplink is 12.5 Gb/s
The website is not profitable, so I need to consider cost issues.
Is your software custom? Try to optimize then and go for less expensive and shared options. For instance if you got psql db try to migrate to sql, it's lighter and more comfortable to work with.
Or if you have a monitoring solution, log less and eliminate all the things you don't need.

2 TB of a non-HDD storage is impossible with this budget, let alone from a trustworthy host.

But this is not a dedi, has less disk space, cores, etc.
RAID6 requires a minimum of four drives.
RAID0 will be fast, but N times less reliable than a single drive. N is a number of drives in the array.
