So, even though the GB6 score isn't higher than that of a 2.6 GHz Xeon V4, you can definitely feel the performance boost thanks to the increased bandwidth of the newer generation CPU.

PS: Does Windows make use of AVX-512? ( I know that it does for AVX2 )

Yes, that is the case
The VPS had kinda ok playback with 2k video test with Gold 6130, but with 6148 ... 2k playback is much better better and lot smoother even at full screen (around 50-60% cpu usage) and 4k while it plays smoothly goes into 100% cpu usage

Here is more info why AX-512 helps with overall vps performance.
In VPS environments, the CPU might be doing more than just decoding the video. AVX-512 allows for better overall CPU efficiency by speeding up background tasks like encryption/decryption, networking, and other virtualization overhead, freeing more resources for the VPS to dedicate to other active tasks.

Yep, we gambled on that, and while it wasn’t as obvious with the 6130 at 2.1GHz, the extra 300MHz on the 6148 definitely makes a noticeable difference.

I tried to transcode a 7gb video ffmpeg with x265 codec with quality set at 24 (just for testing). The CPU usage shoot up and had to end the process because it made the vps a bit unstable.
What was your config of the vps?
I do NOT use storage vps for video transcoding. I use VDS for that use case.

I do too but it's too much of a round trip to copy files from storage to performance vps, then transcode, then again sync back to storage. Totally wastage of bandwidth.
I wish if there was a simpler solution.

Have a storage block attached to the VDS
x265 encoding happily uses 10 or more cores, so it's definitely not suitable for low end VPS. And as others have already pointed out, not really for any shared environment where the CPU is not 100% dedicated to you (VDS).
But, ever since I learned how GB6 is really useless for multicore server benchmarking, and even more so as the number of cores grow, actually I also have a small 3 min video fragment used specifically to benchmark VPS CPU score.
But I only ever run it on VPS with 4 or more CPU cores, makes no sense to punish smaller brethren.
