We have never received an abuse report from Hetzner.
We have received them from other providers, and directly.
Not that it matters, but I just don't think that is the truth. Most of your critical infrastructure runs on Hetzner yet it's stuff at other providers that get the notices?
Nobody will forward a serious abuse notice to anyone else than the IP owner.

With regard to ChatGPT and other US-based services, I agree with the stance of Trump. These companies ignore him or try to portray him in a negative light during US elections. At the very least, Trump has stated his intention to pursue legal action against them.

Full transparency, we own the IPs of the service which generates abuse reports from time to time (Tor exit relays). These do not go to Hetzner, and never have.
Here's a screenshot showing this is the only "incident" we have received from Hetzner.
That page only show current IPs that are locked due to abuse reports not being handled. It doesn't show anything historic.
So not only have you had at least one abuse notice you also did not resolve the issue leading Hetzner to locking the IP.

I had no issues with for years - and since you had a "Report Abuse" file on your account, you already did know that you break some rules. You should know that even if you have your own IPs they can cut you out cuz You use their place to do stuffs.
That "report" was the initial email in the original post here. It contains no details, and is not a report, it was a cancellation. They won't provide any further details about the report.
As mentioned previously nearly 11% of the Tor network runs directly on Hetzner IPs. We don't use Hetzner IPs, and have not received any actual abuse reports from Hetzner.
The point here is that they should at the very least provide some sort of reason so that we can either fix the issue or migrate the services which they do not like away from Hetzner to be in compliance with their policies. Citing the ToS as a whole is not enough information here.
You can find only in one way if you break the Law, go visit Germany.

No, the point is that they don't want you as a customer, and they have already stated that it is a final decision.
I guess you won't let it go and just move on because you don't know which part of your shady activities has been traced to your Hetzner servers, and you're trying to find out so you can cover yourself better with the next provider.
Trying to misuse GDPR is most likely going to fail. GDPR does not overrule all other laws. If they have a legal right or obligation to keep you in the dark, they can deny your GDPR request.

It's best to skip this vendor at all of their costs. So many cancellations and negative reviews but some don't learn anything.
