    It's not really a program - it was a company by @MikePT that is closing it's doors due to lack of funding.

    You can view the entire thread here to get a better understanding. When a company closes, usually, other companies jump in and offer "refugee" plans for customers on affected services, offering them similar hosting solutions to ease the transition.

    The information you read is correct, but at this precise moment it is not possible to use other locations than Germany, which is why during the order you do not find the possibility to change locations.
