Horrible russian trash. Never use. Panel is self-written and hard to use. Packet loss, even in Moscow. Their ASN is banned in MS - so forget about mail.

I switched plans a while ago, so uptime is not in the hundreds, but it's been rock solid since. Only some small network issues, but they're not frequent either.
Peering seems great to me, 7ms to FIN, 12ms to MSK, 40ms to AMS, pretty good for the price IMO.

For example, to change rDNS, you need to click Domains page (how to guess it??), then find a link to the page with rDNS. Why such a complicated route o_O
In all panels, when you click on server you can change rDNS immediately, like virtfusion. And other things like that.

I would not call you a noob, due to politeness.
How would it prevent abuse? If the provider monitors abuse email hourly, then they can detect abuse nearly immediately.
Everywhere - digital ocean, linode, google, m$, well everywhere, even vdsina. If you do not need a server, you just delete it immediately. Why should I wait till the next day to delete it? Even providers like vdsina just charge for the whole day and ok.
You have so limited knowledge about web scraping. Well, if I change the whole server for a new IP, it would be so crazy
People who do scraping use proxies. My pool is about 100k IP. So I randomly connect to these IPs to bypass rate limiting - this is how it works.
I used this sprintbox to connect to these backconnect / direct proxies. And their connectivity is very poor, like everything in Russia (except maybe vdsina). Hetzner did 3x more pages at the same time.
Also, as mentioned, Microsoft blocked their entire ASN. M$ typically bans netblocks. Here, they blocked all IPs. Delivery to M$ domains is not possible (hotmail, outlook, etc). I try hundreds of datacenter for mail delivery, first time see such issue
