KVM, in our case Proxmox VE, does not "think" in cores / threads.
AMD SMT is not disabled, as this led to worse performance in our testing.
There are two ways we could assign cores in this scenario:
Some might remember that we offered option 2 back in the day at server-factory.com.
As there were issues with the 50% usage limit and a lot of support tickets, we switched to option 1 for the new VDS plans.

within seconds of setting up Windows Server OS, unauthorized login and RDP attempts started.
for LET folks, if you are using Windows Server,
1. please disable default Administrator account and use non-standard RDP port.
2. Enable audit security.
3. Setup firewall configuration
Update -
with security configuration in place, no more authorization attempts are even acknowledged by the VPS. Windows firewall is working as configured.

@dev_vps You can also configure the Proxmox VE Firewall via our Client Area to block all incoming traffic except the Ports you need. You can whitelist a VPN IP for example to connect to RDP.
In theory yes, difference is the spread of the risk. 15 clients vs 1 client is a huge difference. If you are willing to sign a contract and prepay for a few months, this would be possible.

Here is a PowerShell script that can be used to configure Windows Server OS after the installation
It sounds like you are relying solely on the os cpu scheduler instead of pinning the vcores to the guests, of which I think the later one should be the proper setup for a VDS.
The cpu #n and cpu #n+16 belong to the same physical core. You should assign 2 vcores to each guest and pin the threads (e.g. 0 and 16) corresponding to the physical core, to allow guests to get benefit from SMT.
Competitive. Going rate is $200-$300 and more. Cheapest I have seen is list $199 but available for $169 if prepaid for two years so your terms are fair.
