How does hourly billing work?
For example if Spot VM is abruptly terminated just after 18 minutes.

Spot VM is terminated after 1 hour and 3 minutes
We have not terminated any spot VM since we started the service. You will only be charged for the actual usage. For instance, if you create a VM for 3 hours, you will pay for 3 hours.
There is no guarantee regarding the Spot VMs.
I'm not sure I understand your question correctly. Using a VM for one hour and three minutes will be calculated as two hours, like any other cloud provider.
You are missing the point
I am not the one who is terminating the spot VM. As you have mentioned that
so basically it can be terminated any time and customer will be charged for the full hour

You missed the point, again. The cost of one hour of SpotVM is not the factor.
This should be handled by your billing system automatically in case of SpotVM.
