    Then I don't understand the point.

    If I enter 'haendler.it' as the target, I get 3ms because the source and target are in the Netherlands. But this obviously has nothing to do with your network.

    Most likely, it is NOT

    CPU is configured to 100%

    It simply means unmetered usage. For example, If your vps neighbor is running ffmpeg on same cpu core, you will get much below average performance.

    This cpu is only moderately powerful, also to keep in mind.
    Check GB6 score

    to my understanding, there is no limit on cpu usage
    unmetered usage ..... not to be confused with 100% usage with dedicated cpu cores

    if you are lucky to have quite neighbors, the performance will be excellent.

    @justvm

    My suggestion, avoid folks who are looking for use 100% cpu vCores 24x7
    They are going to hurt your business, more than anything else

    if I were you, I would set average cpu utilization in any 12 hour period to 30 or 40% in TOS

    That is why it is extremely important to set some kind of cpu usage limit in TOS

    An example
    cpu usage can not exceed average 60% in any six hour window and average of 35% in 24 hour window.

    This will discourage all the customers who are looking to exploit and ruining the experience for everyone.

    Thought the same, but these deals have been limited promos -- and they've also been ignored (surprisingly) for the most part.

    I noticed JustVM's threads for a while and picked ups 4C8G in IL in one of the older threads. You might have got that deal, w/ 10T traffic..
