Windows VPS says "Windows Server 2022 Standard Evaluation".
Is this normal? There's no licence included?

No paid license included, however prior to Windows Server 2022 you could run slmgr -rearm in powershell to extend the trial license for (180 days I believe) which also allows you to run the full version of Windows Server for that period, I believe you can run that command 3 times in total. Haven't tried it myself on the 2022 version though.
The Windows templates are the standard templates from Softaculous.

Should this maybe be stated somewhere? Especially since the price is higher for Windows than it is for Linux. I don't usually rent Windows VPS so I'm not sure what's the standard in the industry.

Yes, it is planned to be included in the knowledgebase along with many other stuff.
The 180 day trial can be extended by three times by "rearming", so total of 180 x 4 = 720 days
rearming a Windows Server trial license will not reset any changes that you have made to the operating system, and it’ll not remove any data from your server.
