i would like to run windows server on a machine with these, or almost the same specifications. i attach particular importance to a stable service. the current provider is unfortunately very unstable, although it uses the infrastructure of a renowned provider who is also represented in this forum.

They most likely overbook massively as @dataforest offers a dedicated server with AMD Epyc 9334, 1.5 TB RAM, 2 * 10 Gbit/s for 799.38€/mo + disks, and the provider you mentioned uses their network, so I assume that they use such a dedicated server (and if not, colo + hardware won't be much cheaper), for 4.95€/mo they likely have to cram 300+ VPS' on one such dedicated server which would mean that they calculate that the average VPS doesn't use over 4 GB RAM.
Those claims are very unsubstantiated
it will be something like that. but my point is not to pillory the provider. it was worth a try. as long as the vps was running it was good. but very unstable... i am aware that 4,95€/month is very cheap.

if the node is up, the performance is unmatched for this price category, single thread 1400 GB6, NVMe 10GBps, Uplink indeed 5Gbps but upstream bandwidth only around 1-2Gbps.
but it just randomly throttles, halving the performance for a period of time lol, gets better again though, after a while Xd.
When they manage to fix all their issues, it’s a insane steal. As of now I am just hoarding one and hope they improve, so I can use it later haha. They also have a 30% bonus credit program right now, means charge 7,70€, get 10€. Effectively making the price 3,85€
What exactly is unsubstantiated?
Fact: They use @dataforest's network and are in the same DC.
Fact: They use a hardware config @dataforest offers on their website for > 800€/mo with 1.5 TB RAM.
Fact: They offer a server with 16 GB RAM for 4.95€/mo, according to @lowendtalkxdax even for 3.85€/mo.
Claim: They can't spend more than 3€/mo for the hardware+colo/dedicated server (3.85€ minus IP cost and payment gateway fees)
Claim: The cost of a dedicated/coloed server with an AMD Epyc 9334, 1.5 TB RAM and 2 * 10 Gbit/s is at least 1000€/mo.
Fact: 1000€ / 3€ = 333.33
Fact: 1.5 TB / 333 = 4.5 GB
Claim: They overbook massively.
(Of couse assuming that this VPS are not generating losses.)
I won't really get into the details since it's kind of not really needed anyway, but we don't really know the specific hardware configuration that they use. Your claims are based on the fact that they run 1.5TB with a 9334, which may not be true. The cost of colocating a 9334 is not 1k€+/month. What if they have Dual 9334? Then that changes things.
That's why I say that it's unsubstantiated, they could very easily have custom configurations, different pricing, or even colocation (like we do, we are upstreamed by Dataforest but own all of our hardware).
But this is kind of pointless to the thread itself anyways.
My guess is:
0. they buy their own hardware and colo it, with credit, where they pay back monthly, very slowly, over many years
1. they are relatively small and want to make their name widely known asap
2. providing a service like this is like „cheap“ advertisement and many new customers
3. almost every customer will again share this offer to their community since the specs are unreal
4. fast spreading without active involvement required, to almost all VPS communities around the world
5. as long as the monthly income equals the monthly credit payment, it’s win-win
6. most of the users just buy it because „it’s a steal“ and will never be able to fully utilize all 16GB RAM, also only few will use up all storage
7. if someone abuses their resources, they can simply „throttle“ you and you can’t even complain since you only paid 4€ Xd
TLDR cheap credit, high quantity VPS oversell, cheap advertisement, remove high resource users
the guys don't do a bad job, if there are problems you should contact their support before making the wildest assumptions.

Because if they use less RAM, the cost per GB/month increases because usually one server with 1.5 TB RAM is cheaper than two with 768 GB.
The colocation cost surely not, but what about hardware and especially traffic, which, according to @dataforest's website, is priced at 50 cents/Mbit/s, and of which they'll likely need plenty if they have hundreds of VPS' with "5 Gbit/s unlimited"?
Maybe I'm wrong and they don't overbook - it's pretty much irrelevant as long as everything works, my point was that I think that they overbook in a way most trustworthy/reliable providers don't.

unfortunately i can't confirm that. i'm not going to fight a big battle over 4,95€. it was worth a try and the few days where the windows server ran well were good. unfortunately that was it. there seems to be no way to restore the elaborately set up windows server anymore which can lead to some stupid situations on my side.
maybe it makes sense to support your partner/customer here in an advisory capacity... i have a sinking feeling that the suspected provider (that some are speculating about here) has the potential for a lot of drama. not that it will somehow end up affecting other companies in the circle of this suspected provider and then probably with bad “press”. as i said, i had an experience for €4.95 and have little desire and time to fight like a lion over it. @dataforest
true! in this case, however, the negative interpretation of this statement applies.
There are definitely hosts that offer something similar to that price, number of cores and ram but you won't get the same Epyc CPU.

wonder what the catch might be.
The catch is simple pump and dump schema. Buy a few powerful nodes, cram as much clients as possible and when profit turns 5x what was paid for servers -> dump. Usually dump proceeds when school starts…
i solemnly proclaim that there are a few alternative offers that do not offer the same specs for €5, especially not for a monthly payment.
thanks to all who gave me hints. i'll keep exploring and have now installed windows on a vps that is lidleing anyway and is from a let-active and solid provider.
i can only repeat myself, the provider in the background on whose systems the seller of the vps from the initial posting relies is solid but the reseller is no good. a well-intentioned advice: act away!
