It's not a problem with IP geolocation. Please read more carefully. I ordered a VPS at your supposedly new location in Vienna, AT, and while the IPs show a Vienna, AT location, the VPS is actually located in Frankfurt, DE (your old location).

According to the VPS Promo tariff:
Bandwidth: unlimited, 10 Mbps
Port speed: 200 Mbps
This means that the data transfer speed for your server will be limited to 10 Mbps, despite the fact that the physical port supports up to 200 Mbps. There is no limit on the amount of data transferred (traffic is unlimited), but the maximum transfer speed will be 10 Mbps.
Given that the VPS promo is primarily for testing purposes, its resources may be limited. Consider upgrading to a more powerful plan that will provide higher speed and performance to suit your needs.

185.121.134.1 IP, which is supposed to be your Vienna gateway, is clearly located in Frankfurt.
Also, the VPS I ordered in Vienna was clearly located in Frankfurt. You're just faking Vienna, AT location while VPSes are still hosted at your Frankfurt, DE location.

Could you confirm whether it's actually physically hosted in Vienna?
I just pinged (TCP and ICMP) a few IPs from 185.121.134.0/24 and unless they somehow do anycast and answer TCP handshakes themself, it's not in Vienna as I got (TCP/ICMP) pings between 1 and 2 ms from Frankfurt but if it would be in Vienna it would be at least (600 km (distance) / 200000 km/s (propagation speed in glass fiber)) * 2 (initial packet + response) = 6 ms ping.
AT, Vienna VPS from Hosthatch shows approximately 13ms away from Just.hosting's "Vienna" VPS.
German VPS from Inceptionhosting shows approximately 0.8ms away from Just.hosting's "Vienna" VPS.

The server is indeed located in Vienna, as for the incorrectly displayed IP address location, it has been forwarded to the development department for immediate correction.
He is lying or he is completely clueless. He keeps ignoring that it's not about "incorrectly displayed IP address location" but physical location of server that clearly isn't in Vienna.
@antonpa is it possible that you don't know your own server with 185.121.134.0/24 (gateway 185.121.134.1) isn't hosted in Vienna?

VPSes with 185.121.134.0/24 you're selling as "new Vienna location" are physically located in Germany not Austria.

I also checked IPv6 2605:e440:25::1 (gateway IPv6 for their supposedly AT, Vienna location). It is definitely hosted in Germany, not Austria.
Someone should save IP tests (for IPv4 and v6) in case they rent the actual Vienna server in the near future and route addresses to Vienna just to say with a Pikachu face, "look, they are really in Vienna".
It seems unlikely to me that @antonpa is lying about this, and it's not clear to me what he would really gain by lying about this
Perhaps there's a mistake in how the VPSes were allocated?
