I propose that to present a draft law and have the parliament to maybe, maaaybe discuss it and then vote against it, 80,000,000 verified and notarized signatures from eligible voters must be collected and attached to the draft.
In a country with less than 80,000,000 people that solves everything. And then of course the costs are billed to the taxpayers, while the usual two or three banks happen, so accidentally, to cut a chunk out of it all.
