We were forced to completely block registration for these countries. But these aren't the only countries; many bad customers are also registered from the Baltic States, India and China. I'm sure that many hosts can also complain about other countries too. Of course, it isn't about countries, it's about specific malicious users.

They are legitimate. Their companies are registered in Moldova, the UK and Russia, and they have plenty of money. They started expanding around the world not so long ago, and as a relatively young company, they may have been subject to black PR from their competitors (I suspect that this is what I saw in a PR attack against them in Russia, for example, here: https://searchengines.guru/en/forum/1098639).
PS. But as young company and quickly growing they may do mistakes in their expansion. That is explain why some real customers unsatisfied.
They are scammers, known to host criminals and do criminal stuff. If you are ok to support such activities - go ahead.

Any proof? From what I see, you just post negative comments on each and every post and comment that is related to Russia. Even though PQ is basically not Russian, they are just not Russophobic.
Nope, they are defently not Russians.
They just like to run their company after Russian laws despite it's registered in other countries.

As I said, they are a young company and it's possible that they make mistakes. Because 152FZ is the Federal law, and:
1) This law cannot be used outside the territory of the Russian Federation.
2) Paragraph 1) contradicts the first two phrases:

That is, of course, a mistake. But, anyway, they are more trustworthy than many people registered as Delaware corporations.

I used them for several months and had no issues. But unfortunately I had to let my account expire as I could no longer process payments through their gateway, I just got errors. Would go back in a heartbeat if I could get my payments to go through.
Also according to Tor metrics they host 28 Tor servers which makes them good guys in my book.
