Try @Hybula. The prices listed on their website are higher than your budget, but they sometimes post excellent promotions here on LET. Maybe contact them and try to see if they can give you a discount or a custom deal.

I thought about Server-Factory and Avoro... and I will choose probably choose both (I need to verify with Avoro if my usecase is okay with them).
Server-Factory VPS will be great for WooCommerce site, because they have extremely fast Ryzen 7950X, whereas Avoro still has AMD EPYC Milan (however I know that they will have Genoa in future).
Avoro VPS will be great for video content that is available at that WooCommerce site, because they have unmetered 10Gbit connection so I don't need to worry about reaching limits. I will get VPS from them later however, because first I need to make my own transcoding+encryption system for videos - I'm doing that because Bunny Stream service doesn't scale well. Bills from Bunny are getting higher and higher, their support is useless and in last months there's tons of issues that they don't fix, instead creating some AI bullshitery in panel when people have buffering issues with 720p on "Premium network". LOL.

I'm also looking for an offer to replace my RS2000 as a dev server. Wondering if it possible to upgrade the 5950X 8GB VPS into 16GB.
3x multicore scaling on 4x core server. netcup is very similar (2.9x scaling on 4x core) and I think netcup is the benchmark of long-lasting performance.
I got 4.5x multicore scaling on 8x core server from Server-Factory which is way worse than both... but 7950X has very aggressive turbo behavior for single core (they somehow achieved 50% improvement in single core...
) so it's more a problem of this chip, not provider.

I already got offer for server-factory and for now I'll stick to them, but maybe I'll get Genoa server too in future (my experience with Alwyzon Storage Servers
was superb, best normal, non-special deal offer).
I love RETN routing from Vienna so it will be a great choice for load balancing in future
