I'm trying to make a purchase and have to turn on my VPN to get to the payment page. But if I turn on the VPN, it will be judged as a fraud.

That sounds like an open-a-ticket type thing, in honesty. I'm pretty sure that @MikePT won't go into anything related to how fraud checks work or not in public, and this is obviously near that line just from what you've said. My gut says it's not related to the problems in this thread since they wouldn't manifest for just certain connections on a reliable basis.
We use Stripe Radar and Fraudrecord... That's pretty much it, Stripe Radar, which we pay for, does the job very well for CC payments.
