    They use dollars.

    This is their RU ASN: https://ipinfo.io/AS61400 (they use a third party but the IP blocks are at the same name as the Ukranian ASN. Also same abuse report mail.

    I think that info is back from few years ago and it wasn't updated when they changed currency due to ruble volatility

    Yeah, they still allow RUB payment though some gateways though. Just find it weird they have an ASN for their Ukranian infrastructure but resell servers from Russia from another provider.

    There is ban of russian ASNs in Ukraine since 27/02/2022, thus I think they have done it in order to circumvent ban

    Well judging from how much shit my small network gets from them alone I would say the opposite. PQ May not be the abuser but there owner (Stark Industries) spews out enough BS to end up on a complete ASN Block from me.

    Its terrible enough whenever your website says "we are not a bulletproof hosting, we provide information to the police."

    They are fully aware of the abuse in there network and do not care about it.

    There is no culture of providing a good service and taking pride in your work in xUSSR, it's more like "the customer is the enemy", it always will be about the greatest amount they can f*ck you over and get away with. Stems from the USSR days (and through generations), so UA/LT/LV/EE are all also affected. Expect super-oversold nodes and lying, rude or incompetent support (or all three!). As a Russian I would avoid any xUSSR hosts, unless doubly- and triply- proven some specific ones are good, as there might be minor exceptions to the rule (Veesp and such).

    There is nothing strange about it. After all, legislation differs from country to country. Microsoft, for example, offers different location and all the time from different companies registered in different countries.

    Many countries require providers to be registered or have a representative office in the country in which they provide services.

    Cases where an American (or European, or Chinese, or Russian) corporation can offer its services worldwide are gradually becoming a thing of the past.

    This is because globalisation is nearing its end. At least on the old terms.

    Anyways, Russian hosts are the best hosts I have ever used (apart from Incognet). They are always very friendly and don't appreciate it when people spam their abuse email with nonsense reports.

    That's so true due to I am unable to deliver any single port scan abuse complaint to rostelecom ([email protected]) for some "Security reason" (I have checked and this is not due to .ua domain)

    This is because they block mail coming from non-Russian IP addresses. This is a stupid action, and I don't know what reason it was done. There are a lot of idiots in the world right now unfortunately.
