Not exactly right: MailRu still has free plan with unmetered users, you will get it when register.
1390 RUB plan is for "Advanced Mail" (with some features that free plan doesn't have obviously).
But, I agree that It's just a matter of when MailRu will disable "free plan". But for now it, free plan, still works.
I guess that only for some time. After they switch off free registrations.

On 25 September, mail will be read-only.
Cannot pay by any card.
Looks like only their MIR card will work. Visa/Master do not.

Currently, they work with RU orgs only.
Not possible to pay outside.
So on 25th this month, will get "suspended"
I can pay for your Yandex services from RU org. You can PM.
Temporary solution:
I told support that I am not in RU and unable to pay by any payment means.
They removed restrictions from the account until they introduce global payment.

there's no such thing as a free lunch.
You will be surprise how many payments was made from the West to East during USSR time. And you will surprise how many payments made right now to North Korea or Iran. You cannot stop progress and you cannot stop trade.
Obviously nothing can be fully stopped, but your argument makes no sense at all considering they can't accept payments outside of Russia - so they are, in-fact, stopped.
A small or medium-sized company could circumvent it, but no online business as large as Yandex can go undercover for that long, and no bank/card network will ignore US/EU demands and be banned from handeling USD/EUR - just won't happen.
Hope that sometime USA dictate will stop too.
