Network is not good for my case, comparing to other providers in this section.

PS as said before, the IP range is very clean. No blocks everywhere. But network could be better.

You didn't show the host side and that is really the most important part. When the Windows VPS starts the host has to allocate the entire amount of RAM to that VPS even if the VPS is not using it. It cannot be shared with other VPSs.

That means for Linux VPS even memory is not dedicated 100% resource, rather a shared resource like cpu core.

Sorry, my mistake.
You could easily disable memory ballooning on linux to use the full 8gb at all times just like you are saying Windows does.
