Windows takes all of the memory from the host whether it needs it or not. Linux only takes what it needs at that particular time. So yes Windows uses more resources.
My licenses are the old legacy ones which not very many people want anymore. I can include it for $1.00 extra per month.

I tried once again, performance is poor, despite 4 cores, network is the same.
But IP range is clean/good.
Windows 10 Home does not support RDP. Switch to one of the Server editions and it will work just fine.
