What is the cheapest email hosting that has unlimited accounts and does not go to spam for users sending free emails like Gmail, Hotmail, Yahoo!, etc...
The email goes to spam at most hosting companies, even when VPSs are installed with cPanel, resulting in users not receiving emails and being confused.

Maybe migadu or purelymail. Also, I use Hetzner web hosting for some of my clients, I had no problem using their service for sending emails for the last three years.
For Transactional email service, you should check Amazon SES or Mailgun.
How much work are you looking to do? I run my own mail servers and use Proxmox Mail Gateway in front for filtering. You can try Vultr etc. and create a VM, scan your IP on Talos Intelligence, see IP reputation etc. and if unclean ip, create another VM and try again.
Other than a clean IP, you just need to setup proper DKIM, SPF, and DMARC and mails should be just fine. It is a bit of work to setup everything.
Try MXRoute. They have good reviews. You can use any cheap mailer service like sendinblue, sendgrid or amazon SES etc. https://www.mailcheap.co/comparison.html Mailcheap is another option.
here's my cheap email setup.
get a hetzner vm, setup an email server on it.(your wish)
get mail.baby, configure as a relay(1-2$ p/m)
get mxguarddog to stand and filter incoming messages, also acts as a proxy between your hetz and domain.
Nice combination!
Especially mxguarddog, UI is old style, but easy to understand.

what email server package/software you recommend?
Depends on how familiar you are with things. Mailcow seems pretty simple to install and use, but I have to agree with @TrK that @jar's MXroute is an no brainer if you need reliable email for unlimited domains on the cheap.
i do have mxroute . just adding more options
better to have failsafe rather then be nosafe .
I am pretty happy with mxroute and the support @jar always is on call. just have issue with notification mails not arriving.
