Looking for 4 dedicated cores, 100+GB SSD, 8+GB RAM, Europe, 150€/yearly

VZ Type: KVM, Xen
Number of Cores: 4 dedicated (~1000+ GB5 score, so something like EPYC, Ryzen, Silver, modern)
RAM: 8+GB
Disk Space: 100+GB
Disk Type: SSD/NVMe

DDoS Protection: No
Number of IPs: 1
Location: Europe, decent connectivity Europe.

Budget: 150€/$ yearly, so like 12€/month [with 23% VAT included, Poland].

This need to be (semi-)dedicated cores [to not piss off my neighbors and provider], as currently I am at CONSTANTLY 24/7 using ~45% CPU, sometimes jumping to 60%. This is using 4 x Intel(R) Xeon(R) CPU E5-2683 v4 (phpfriends, BF deal, stable, recommended!) - relatively old CPU at this point. I assume with something modern the CPU usage will go down, a lot... but I had no chance to test it.
I would like to put more things on that system and looking for something "beefier".
There was nothing this BF unfortunately [I mean there was +45% top up bonus on prepaid-hoster.de, but I've missed it on Friday and realized only Monday when it ended >.>]

    server-factory I was interested in L, but Biennially totally outside off my budget.

    Plus my backup is already there and I would need to order something else as backuping server-factory to server-factory makes no sense :D so even smaller budget then :(

    Yes, I know that, but L is 300€ (not M as suggested in previous post) so with 150€ budget in hand I am not able to pay 300€ in one go - you know, 150 < 300 >:) .

    Our NVMe plan pretty much hits all of your asks if you did annually + used the coupon from our LET thread. The standard NVMe machines are a mix of EPYC and Dual E5's (2680 v4 & 2683 v4).

    Downside is that we're US-based, but you can check the looking glass and see if it is acceptable.

    The high frequency ryzen/epyc definitely would work, but is a bit more expensive.

    We were looking at redeploying more higher clock speed dedicated E5-2667 v4's (~880 single core GB5 score) that we have on hand, but not so sure on the demand for that given the age. They can only be RAID-10 SSD's as well, no NVMe.
