yes. right now they have windows server 2019 (trial) as ISO available, but you can also upload/use your own ISOs. you'll have to bring your own license though.

Of course, but netcup use the terms vServer and Root-Server to distinguish the two products
AFAIK thee root servers are dedicated cores.
vServer - shared vcores with fup, quite a bit of cpu steal, up to 1Gbps for 80TB and up to 100Mbps after 80TB, 99.6% minimum annual availability
Root server - dedicated vcores, no/very little cpu steal, up to 2.5Gbps for 120TB and up to 200Mbps after 120TBm, 99.9% minimum annual availability
Root servers are WAY better value in my opinion. More expensive, but benefits are huge.
vServers are only good if you need to have big ssd & high traffic limit on very strict budget and don't need consistent CPU performance nor use CPU more than 30% average.
With root servers you can use 80-100% CPU for long periods of time and you'll be fine.

Not necessarily. One some nodes there is no cpu steal and you can use the CPU as you need with no trouble. It depends who your neighbors are..

I'm talking about experience of 4 people here and external benchmarks (example VPSBenchmarks where they had 10.0+ steal during tests which completly destroyed web performance test).
If you have different experience then please tell me whats your "st" is like during CPU use in peak hours
RS Black Galaxy looks nice for 58? A month.. same as the cheapest hetzner ax line. But with 3TB storage and 16 threads.
Often 0. Can go up to 2.2... pretty good bang for the buck IMO. And more than fine for most workloads.

No, they are not released until it's the time.
I can confirm that. I have an RS1000 G9.5 from easter offer. Steal usual 0.0, very rarely goes up to 2--3 but it is very acceptable for that price. I am very satisfied with this, the IO and network usualy very good despite of that it is a shared resource.
And, since a few weeks, I don't experience the daily freeze on my RS and I not see that in logs.
I have the best experience with them in the past few years.
Okay.. this sucks.... dilemma.. Either I can choose for netcup black friday deal, 16 threads (root server), 64GB RAM and 3TB SSD space... or I go with hetzner (maybe black friday) AX 41 NVME with increased higher multi core score (40%) but almost same single core, but with 1TB nvme space (but set into RAID1, so 512GB space). With almost the exact same price.
