    yes, I have successfully installed almalinux & debian. But I still fail to install ubuntu, even though using netboot.xyz, because it can't boot from the hard drive

    You don't have to use netboot.xyz.
    I thought netboot.xyz was for providers who don't support custom iso.
    Ubuntu 20.04 also has net install iso (mini.iso)

    An honest question, since the problem is too many users being activated/benchmarking at one time, what sense does that make? "My kitchen is on fire, I'll solve the problem by setting fires in the living room and bedroom."

    finally I was able to install Ubuntu 20.04 on node TYO-C040, using a custom iso, http://jp.archive.ubuntu.com/ubuntu, and did a full update & upgrade

    network speed is still low, but enough for me.

    Correct, I don't have a script to activate pre-orders here but I'm looking through them. There aren't that many of these but I think I can do a database query and ensure they're created tonight.

    Most people appear to be able to boot just fine, I'll check the rest.

    Datacenter misunderstood our instructions to reset IPMI, we're waiting for an update here. I'm going through right now and testing all offline services first to see why they're offline and fixing them if necessary. I'm also taking a manual look at abuse and frozen services on all these nodes to clear them up.

    Then I'll check back for a response from the datacenter.

    I'm looking into this now, there's going to be a longer update. You didn't do something wrong, there's definitely something wrong here now.
