Not gonna happen. Used to work in this industry and the fact is IF any provider did exist it would imidetly fall outside of your price range as 90+ other agencies would've jumped on it first and abused it to death. Your best bet as dumb as it sounds is to greese someone at a major company's pockets to obtain ip's on your behalf ilicitly, basically what my old employer did and even then profitability eventually went down. Add buisness ain't what it used to be
