The Ministry of Finance officially denied plans to disconnect the country from the world Internet. The ministry explained that they had sent messages to state agencies because of foreign cyberattacks to which Russian websites are exposed. It just contains "a set of the simplest recommendations for cyber hygiene." They will help to organize work effectively and protect information resources from hackers. Disconnecting the country from the World Wide Web is not part of the Government's plans.

Are there any kind of "kill-switch" which the government can use to disconnects all datacentres from the rest of the world? or are they totally depended on all datacentres following their orders to disconnect?

It will trigger secondory sanctions if they sold you US products (CPU, both Computers and mobiles). Just like Huawei. China will not do this for Russia. Even you can buy, there will be a huge make up price for the risk they take, most likely double or triple. You will need to buy a Mi phone with price of iPhone.
And what can you use to buy? oil? Russia's oil distribution is mainly in Europe and not close to China, it also takes years to build new oil pipelines to transport oil.
My guess is most of the sanctions will keep at least 5 years. Until Russia is no longer possible to start another war.
