After three days of waiting for the answer from Vultr support, I've decided to request a refund.
They ignored my questions about why the Singapore location is not available to me but agreed to make a refund. Also, they closed my account, which I didn't ask them to do. Not that I'll ever use their services, but still weird.
Seems reasonable in your case.
Also a reasonable policy in the event of refunding initial credit used to verify the account. Though not relevant to you, post-paid services are a target for abuse and that initial investment is considered a mild deterrent. Anyone who asked for a refund on their initial deposit is usually most likely to not pay their bill after usage.
